Machete wielding robbers, who are they, Why can’t they get arrested

These days press is awash with stories about Machete wielding robbers who are terrorizing mostly people who deal in foreign currency in the city of Harare.

Initially these robbers were confined in the mining town of Shurugwi hence nicknamed Mashurugwi however their criminal activities have spread to other towns and cities including Harare.
Several cash barons and foreign currency delears have been robbed to date and others killed or injured in the process?.
Who are these Mashurugwis who can follow up illegal foreign currency dealers, what police has failed to do.?.
Why can’t we see meaningful arrests of these criminals?.
