Harare City Council has 623 jobs which need to be filled and it requires the central Government to approve this recruitment.
Apparently, the local authority has for years bemoaned interference from the ZANU PF run central government.
The central government, through the Ministry of Local Government, under July Moyo has been accused of undermining opposition parties run urban councils.
