ZUPCO, Ministry of Local Gvt given 24-hr ultimatum to solve transport crisis

The United Passenger Company (ZUPCO) and the Ministry of Local Government and Public Works have been given a 24-hour ultimatum to solve the transport crisis in Harare.

“On behalf of the Passengers Association of Zimbabwe, we have given ZUPCO and the Ministry of Local Government and Public Works
24 hours to provide an adequate fleet of buses & commuter omnibuses for public transportation & ease the challenges that passengers and commuters are currently facing,” says the Zimbabwe Lawyers for Human Rights (ZLHR).

In the letter written by Tinashe Chinopfukutwa of (ZLHR) ZUPCO and the Ministry of Local Government have been told that failure to comply with the request will leave ZLHR with no option but to institute legal proceedings against them.

ZLHR says legal action would be instituted to compel the authorities to solve the crisis as failure to provide & supply adequate buses & commuter omnibuses amounts to a violation of commuters & passengers’ right to freedom of movement as provided in Section 66(2) of the Constitution.

ZLHR also stated that ZUPCO’s
failure to provide public transportation service despite being given a monopoly amounts to inefficient & unreasonable administrative conduct which is a breach of commuters’ right to administrative justice guaranteed under Section 68(1) of the Constitution.
