PIC: Did ED say price will fall by April?

According to the picture below, in February 2019, President ED Mnangagwa promised that prices will tumble and fall by April this year but things have gone pear shape.

Speaking about the current situation former Finance Minister Tendai Biti said the country is bankrupt and taking taxpayers money for survival.

Posting on social media Biti said:

6 week after the Monetary Policy Statement chickens are roosting .The budget deficit is widening with huge unexplained holes .The exchange rate is collapsing . Basic commodities have shot up .Fuel has essentially disappeared. The country requires genuine structural reforms
