This follows the just ended by-elections necessitated by the recalling and death of some councillors.
Meanwhile, the speaking at the swearing in ceremony, Harare Mayor Mafume reminded the members that they are there to serve and not to be served.
He implored all City of Harare officials they should always put the interests of Harare residents first.
