Political analyst Vivid Gwede says the Pomona saga has exposed how central government interferes in the running of councils.
He adds that the deal, which was penned without going to tender, raises a lot of questions as it resulted from a dubious process.
Meanwhile, the central government had for years been blaming opposition run urban councils of failing to deliver.
But councils have been saying the central government’s interference in the running of such local authorities was causing problems.
The government has been accused of undermining opposition run urban councils for political mileage.
Whilst the government has been denying the allegations, according to analysts, the Pomona deal has exposed the government’s hidden hand in council matters.
And Centre for Natural Resource Governance director Farai Maguwu said government’s insistence that the project should go on despite that it is mired in corruption proved that some powerful people could be involved.
